Latino Government Officials on the Biggest Challenges in Their Positions

Over 7,000 Latinos serve in elected or appointed office at all levels of government in the United States. These officials represent the interests of millions of constituents and have the capacity to improve the lives of Americans across the country. Like all public servants, Latino officials face challenges in their work. An understanding of these challenges can inform discussion on what is needed to help all elected and appointed officials function more effectively in their roles and drive outcomes for all constituents.
In April 2025, CivicPulse partnered with the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund to survey both elected officials and civil servant leaders who identify as Latino or Hispanic and who serve or have served in local, state, or federal government. This report presents the relative ranking of the top challenges facing Latino officials based on responses to our survey. We then take a closer look at the top three challenges—funding, policy implementation & design, and staffing—before concluding and providing a brief appendix describing the survey sample and coding methodology.
